How can i createa power user account in XP who does no
have the admin rights but he has the rights to install
programs and download stuff, the user has a lot of privs
but he is not admin.
Is there an account like that.

As a matter of fact there is such a group and it's called
just that, "Power Users" group. Assuming you have XP
Professional and you've logged in as Administrator or
equivalent, go to Computer Management (located in Control
Panel), expand the "Local Users and Groups" folder and
right click on the Users folder. Click New User. Fill in
the details and click Create. Once complete you will see
the user in the Users folder. Double-click the user
account and on the "Member Of" tab click Add, then find
the Power Users group and add the user to that group. Hope

Does this power user account can install progrms on the
computer and have admin rights ?

Admin rights == Administrators group.
Anyone in the Power Users group can make themselves an
Administrator if they really want to, all it takes is
them getting an Administrator account to log onto the
machine.

You are better off specifying which privs you want the
account to have to do what you want, rather than looking
for a catchall that will either be too little or too much.
