power user can't 'net stop spooler'

Whenever our people use our Brother combo printer (various drivers tried),
we get the oft mentioned UserEnv error and 'Saving Your Settings' delay on
shutdown or logoff. 'net stop spooler' fix works, but for some reason can
only be run as Administrator, not as either of two power user workgroups we
have set up (error when issued from command prompt). I would like to employ
the suggested logoff/logon scripts, but until our 'Power Users' can use
them, it does no good. Seems to be a permission issue, but I haven't a clue
what to change.

Suggestions?

Many thanks. After reading the articles, not sure of the impact of our
system(s) not being part of an AD/Domain. To your knowledge, are Method 1
(HOW TO: Configure Group Policies to Set Security for System Services)
procedures available via Gpedit.msc?

Check out http://www.citrix4ge.de/ctxsffaq/index.htm#prof regarding a
permanent fix for the Userenv problem, rather than the net stop spooler
getaround.

Argh!!!

I was experimenting with the Subinacl utility at home where I am the *only*
user and wound up denying myself access to the spooler service!!

Anyone know any way I can reset permissions?

I was unable to use subinacl w/o getting an 'Access is Denied' error,
presumably because I had used /deny on my own account. I didn't try the
second tip because I was able to fix it myself by booting to Safe Mode,
logging on as Administrator and using subinacl from there to /grant needed
permissions to spooler -- whew!!

I know this is a Win2000 group, but my home system is running XP Home.
Strangely I was unable to logon as Administrator from a Logon screen
(password error even though null password), but Safe Mode let me in.

I won't go messing around on my home system for awhile <VBG>
