Power shut down

I'm trying to help a neighbor with a problem. When he turns on his PC it
displays the words "Power Saver" then all power shuts down. Any help in
fixing it would be aprisheated.

Get a spell check..
Boot into BIOS/CMOS settings > disable everything under power options....
Boot into safe mode. Control Panel > Power Options > set all to never....
