Power Saving Options

We have removed all the admin capabilities from the users
to meet stringent secuirty restrictions, but they need to
disable the power save features.

These look like they are user dependent, but need admin
rights to configure.

Can we do anything centrally to disable these features as
it stops our software running, without giving the user
local PC admin rights, then removing them again?
 
You're right: they are per-user settings, and they require admin privileges.

Microsoft has a KB article on this. See if Q276276 has an answer that is
appropriate for your situation.

configure a computer to allow normal users to alter power scheme
settings without being added to the Local Administrators group.
