Power problems

When I tried to but up my other PC today there seemed to be no power as in
when i pressed the on button nothing happened, I then discovered the light
is showing on but nothing is happening it isnt butting up, could this mean
that the power supply is not working or is it somehting else.
 
Power supplies also have an On/Off switch visible on the back of the case.
Could this have been switched Off somehow?

Also, some power supplies may have an internal fuse. You would have to open
the case and remove the power supply and see if it has one.

How old is the system? Could the motherboard's battery be dead? If the
battery dies then there is no power to the BIOS and, therefore, no info for
the bootstrap loader to start the computer.

Check the cooling fan on the CPU heatsink... if the cooling fan is
not turning, the computer will not run to protect the CPU
