Same as going to the car shop and saying, "It don't work."
Does the power come on when you hit the power switch? Do the hard
drives spin up? Do the power supply and other fans start spinning? Do
you see output on your monitor after the POST completes? Do you hear a
beep to notify the POST completed okay, or do you hear other than 1-beep
status codes? Do you see Windows even trying to load? What do you ever
get to see on the monitor? How far do you actually get?
For all we know, the surge of the power outage (there's often a surge
right before the loss) could've blown your hardware. But we can't tell
that because all you say is "Will not start."
