power options

Open notepad and paste the following

Note: Make sure you have to blank lines at the bottom of the power.reg file.

Save the file as power.reg. Double Click the file to import to the registry.
Then reboot your system

Do you have hibernation mode enabled, is so disable it, then try again.

Sometimes this works, you can always try System Restore to restore your
computer to an earlier time when you had your power options working.

note that many of the programs on my computer acted as if i had opened them
for the first time when i first noticed the problem. Any more ideas?

No luck with that. Also, my computer doesnt make any of its system sounds
for startup, shutdown, alerts, etc.

Open the defragger tool and Analyze the drive your Os is
on (most are C:) If the drive has more than 20%
fragmentation, Clean and defragment.

Check for parasites (adware) using Spybot S&D, and Adaware.
 
Im sure it was spyware or adware. i decided to create a new windows profile.
Other profiles dont seem to have the problem. But thanks anyways.
