power down computer

Just recently I have not been able to shut down my computer, at all. It wiil not close from the start menu, nor will it respond when I push the power button off (I have an IBM laptop). I wonder if I changed a setting somewhere? I recently used Microsoft Office and cannot get rid of the control bar for it either. I hate having it pop up every time I run my mouse over the edge of the screen.
 
Try this:
Got0 Control Panel, then goto Power Options.
Click on the APM Tab, then check the "Enable Advanced Power Management
support."
Shut down your PC. It should now successfully complete the Shut Down
process.
