Possible to create a video timecode number format?

Is is possible to create a custom number format for video
timecodes, e.g. hh:mm:ss:ff where ff is video frames
(range from 0 to 29 for NTSC video or 0 to 23 for PAL)
and hh:mm:ss are the usual hours, minutes and seconds
formats already defined in Excel.
 
It ends up as text on entry. Excel can't calculate this, so you need VBA
functions to do that. Searc Google for several fine solutions.

So I guess the answer is no, no number format for timecode.

Pal is btw 00-24. 23 is (or maybe was) film.
