I managed to solve this issue yesterday. Here's how:
1) I realized that users with this issue always owned a Gigabyte
motherboard and AMD 64 processors.
2) After trying drivers, system settings, and a few BIOS settings, a
BIOS update was my last course of action.
3) I quickly realized that my BIOS was severely outdated (version F2)
compared to the version available from Gigabyte (version F8).
4) With no floppy installed, I downloaded Gigabyte's @BIOS utility and
updated my BIOS via Windows (I know, it's crazy, but I had no choice).
5) Upon restart, I loaded Optimized Defaults, and rebooted again.
6) Looking through the new BIOS, there was an option to support Legacy
Keyboards. Not sure if that's what fixed it, but that's my best guess.
Regardless, upon loading up Windows, the keyboard works fine. I've done
several restarts since then, and have experienced no issues. I hope
