ports are closed off for some reason

I try to connect to incoming mail on 110 and outgoing on port 25.

These ports seem to be closed off.

I can not even telnet into the mail servers on these ports. Any idea what
might be closing them and how to re open them up?

I am running windows XP and outlook XP
 
this is on a company network. There is a hardware firewall in place.

Everyone else can connect with no problem, also, this worked a couple
weeks ago.

Where are the mailservers? Inside or outside your firewall?
Can you ping them to resolve them to IP addresses (even if you don't get
replies)?
What's the exact error you get when you try to telnet?
Have you asked your network admins for help?
