Port 23456 disappearing from ICF when trying to connect in FS2004

I think the subject line says it all. I have a weird
problem. I opened port 23456 in the ICF of XP home SP1.
It stays there until I try to connect to an IP using
that "default" port in FS2004. I cant connect to the IP.
I'll close down FS2004 and check the ICF to verify the
port is open. For some reason it is being removed from
the ICF every single time I try to connect through FS2004.

Thoughts?
