popup messages

I may be the only one who wants to turn back on the pop up messages. I used to get ballo9on messages everytime I exited MS money telling me I had files waiting to be written to cd. I needed that reminder. They have been turned off and I now get a small icon in the lower right hand taskbar for a short period of time. How can I get my baloon popup back?
