popup blocker...help

The popup blocker, when you rest your mouse on it, says
that clicking here will globally turn off the blocker.
When I click, it does not appear to turn it off. How can I
force popup blocker to shut off?
 
Internet Explorer does not have a popup blocker. If you are using Google
blocker, click on Options and then uncheck "Popup Blocker" and click OK.
