POP3 Headers Do Not Generate New Mail Notifications

I do not use an Exchange server, but I had Outlook 2002 configured to only download my POP3 Headers automatically every 5 minutes, and it was not generating a New Mail notification until I noticed the new headers and actually downloaded the complete messages myself (my goal is to have it notify me with an envalope in the system tray when new headers arrive so I will know to maximize Outlook and download the messages). This was confirmed by Microsoft to be a problem in Outlook 2002, as documented by the following Knowledge Base article

After installing Outlook 2003 I am having precisely the same problem (but it is not documented in the Knowledge Base as a problem in Outlook 2003). I also tried creating a rule that would notify me, but I can't get it to execute a rule when a header arrives, only when a complete message arrives

This is simply the way Outlook works, and you can't change it. A possible solution would be to use a different tool to notify you when new mail exists in the POP mailbox. I think I have some such things listed at http://www.slipstick.com/addins/notify.htm. If not, you can search your favorite shareware site for POP notification tools.
