POP3 account quit receiving

I have 20 machines with W2k running POP3 accounts on
Outlook 2k. All of a sudden one of the machines will
send but not receive. I set up this POP3 on another
machine and it works fine, so the problem is machine
specific. I suspect an automatic Windows update. Anyone
else have this problem?
 
Check the SMTP setting on the machine. In what mode are you running Outlook
200 in IMO or CW mode? Have tried removing and adding the account already?

Only have trouble receiving, running IMO.

Any specific error messages?

Have you tried the following already?
-First check whether the POP3 settings are correct
-Disable your firewall to see whether it works then (don't forget to enable
it again)
-Remove and add the account

I have had the same outcome with the SP4 installation on my Windows Pro 2000 system. My second PC with Windows XP does not have this issue. So far I have limited my search for this bug to port 110, incoming mail port. I discovered this by visiting multiple sites and finding out that I should try Telneting into each of my SMTP (port 25) and POP3 (port 110) server ports. Of course, after disabling my virus and firewall software. On my 2000 system, I can not telnet into port 110. On my XP system, I was able to telnet into both ports

Other things I tried without success were

-Removing and re-entering my email account in Outlook
-Uninstaling and re-installing Outlook
- Removing SP4

If someone has a fix for this, please reply with the solution details
