I received a manuscript with highlighted areas. When you click on the
highlighted area a pop up text box comes up with suggested changes. How do
they do this?

How do they do this?

There are probably several ways to get that effect, but an easy one is an
AutoTextList (http://word.mvps.org/FAQs/TblsFldsFms/AutoTextList.htm).
