Pop-Ups

I have a pop-up remover called HistoryKill, it just
doesn't seem to kill all the pop-ups, is there a better
one out there to use? The main problem is those stupid
gray pop-ups that come up even if I am not online!!!!!
It keeps telling me that Microsoft is respondsible for
all these gray windows, and they are embedded into the
Microsoft Windows. Now is that true, or are they just
wanting me to pay for their service? Can someone please
help me, and tell me how to get rid of these blasted pop-
ups? Thanks so much,
