Which pop-up stopper application are you using? Did you read the instruction on how to BYPASS the popup stopping "powers" it has and/or how to add sites where popups are allowed? Please, do this. This is not a Windows XP issue, as unfortunately, IE has no "built in" popup stopping ability like you describe.
