Pop-up on opening IE 6

Only after booting up, when I access IE 6, I receive an undesirable pop-up.
The pop-up will not permit me to view "Properties" and determine its origin.

The pop-up will only permit closing.

I have installed IE Pop-Up blocker, but this one is bleeding through.

Any advise would be appreciated.
