Mouse over tool bar give little pop ups totally tell you the obvious,
typing in a url in the browser trys to fill in and half my favorites
are hidden till I cover the little arrow. I would like to get back to
normal (win 98) as I can. Would appreciate any pointers deleting these
options. Many thanks...

Windows 98 is anything but normal, but to each his own...

Control Panel | Internet Options | Advanced
Uncheck the 'Use inline AutoComplete' option
Uncheck the 'Enable Personalized Favorites Menu' option.

As for toolbar tooltips, these only show when an icon has
no label. Therefore to disable the tooltips, show the labels.
I don't think there's any way to disable them permanently,
but I've been wrong before.
