Pop up blocker for IE

I was searching for a pop up blocker for IE and found this article

This says that IE will by default come with an option to block all
popups. (without the requirement of any 3rd party software). However its
says only for winXP. However, I use Windows 2003 as my operating system.

What is the best way to block popups. On my "latest&best" Windows 2003.

[Last time I asked this question I was pointed out to an article written
by Microsoft on their website saying disable java/vb script to block
popups. I couldn't believe my eyes at the stupidity of the article
because almost all browsers have this feature without requiring a total
disabling of java/vb script.]

I hate IE toolbars. because they download gifs and other advertisements
from the internet. They are as annoying as the popups themselves.

The best thing would be that IE by default kills pop ups.

The problem is that there is no talk about other OSes having this
functionality. (only winXP is mentioned).

I use PopUp Cop. No banners, GIFs, or other crap but that's because you
buy it ($20). If you use free software then get used to not being in
control over its features and advertising and be prepared for spyware.

IE is supposed to add popup blocking in the Windows XP Service Pack 2
Release Candidate 1. Enjoy being an unpaid beta tester should you
decide to use it. I waste enough time trying to get Windows and
everything working to add more waste trying to solve SP2 RC1 bugs.
