Poor picture quality in IE

I've got a Toshiba Laptop running XP sp2 with Internet Explorer 6 sp1. While
I am browsing the internet any picture that is on any webpage has very poor
quality to it. The pictures are pixilated. My display settings are set at
1024x768 with 32 bit color. What is odd is that I can go into My Pictures
and any of the pictures I have in there have good quality to them. It is
only while browsing with Internet Explorer that I have bad picture quality.
The banner ads and text look fine, it's just the pictures. PLEASE HELP!!!

Do you use an Internet dial-up Speed Booster program. One tool they use to achieve the faster
speed by cutting the quality of pictures.
