Poor CD quality movie created

Can anyone helpme with my problem. I am using a samsung cd23 mini dv video camera. I am able to transfer the movie files to the PC (using windows movie maker version 1.1) and burnt o CD using Nero. The CD could be played in any VCD/DVD and CR ROM (PC) player. My problem was the quality of the picture on the CD, its not clear, you can't recognize the face, somewhat blurred, although the picture on the minidv tape when played on a TV set is very very crisp and clear. You know where my problem was?
 
i'd suggest you use a good encoder, such as Tmpgenc... to
convert the DV file to MPEG
sounds like it was converted/compressed badly, when you
go from DV to MPEG there is going to be some quality
loss, so you gotta make sure you are doing it right or
you will get more loss than you should
