Policy editor for local machine?

I originally psoted this in 'media center' in error.

Anyway,
About a year ago I found and used a Microsoft download that allowed me to set
policies on machines NOT connected to networks.
It allowed things like setting what drive letters could be allocated and
what start button groups were shown.

Anyone know which application this was?
I cannot find the program I used and want to use it again!!

Start button --> RUN --> gpedit.msc --> OK?
