pointer changes from arrow to plussign

Somehow the pointer arrow in excel has changed from an
arrow to a plus sign. How can I change it back to an a n
arrow?
 
That would depend upon where you are pointing the cursor.

If anywhere on the cells portion of a worksheet, the cursor is a fat white
plus sign.

If pointing to menus, toolbars, sheet tabs or scrollbars the cursor should be
an arrow.

Are you saying your cursor "never" changes to an arrow?
