Point me in the right direction with this one...

I have no idea where to begin this project. So, can you please tell me
which news group to repost this and also give some ideas...

Problem:
I have been tasked with coming up with a "Portal" that all users will access
programs and documents from. Management wants to have a single page that
will launch Word, Excel and a few other programs from within IE. It is
almost like they want to get rid of the Start Menu and have the users only
look at a home page for documents and links.

Is this even possible? If so where do I start? .Net?

system can be built using the various Microsoft Office
applications.Excel and Access will probably give you the
most functionality in the web pages published from there.
