Many computers (mine for example) go through a few
video gyrations during boot as it sets up the resolution,
screen dimensions, colors etc. This is normal. If it has
always done this and it stabilizes and doesn't recur this
is probably what you are seeing.

If you see screen fluctuations after the system is completely
booted it is likely a malfunction in the "gun" in your monitor
that sprays the dots on the screen making them glow (in lay
terms). This is typically not affordably repairable and you
will likely have to get a new monitor.

If you are seeing a slight shimmering of the screen after the
boot is complete this can be caused by the refresh frequency
of the monitor and can be fixed by setting the monitor frequency
higher than 60Hz. You will find this by right clicking the
background of your desktop and selecting properties. Go
to Settings tab. Click the Advanced button and go to the
Monitor tab. There you should see a pull down for the
monitor refresh frequency.

THANK YOU CHRISTOPHER, BUT IT JUST STARTED DOING THIS,
AFTER i HAD TO DO A WINDOWS REPAIR...IT NEVER DID THAT
BEFORE..SO i WILL TRY WHAT YOU HAVE SAID...AND THANK YOU
DOTTIE...PS i DO HAVE AN AIR CONDITIONER RUNNING NEXT TO
MY MONITOR...CAN THIS HAVE CAUSED THE PROBLEM???

A/C and fans can cause problems, but they don't tend to be transient.
Move your monitor as far as you can or turn off the A/C, and see what
happens...
