For several months now something strange has happened to my PC.

It seems to do with files.

Examples
.. Calling an HTML file from my computer takes ages
.. Saving files takes ages to get to the area I want to save to
.. Loading files takes ages
.. Certain programs (e.g. Frontpage, an Image editor I use, FTP program etc)
takes ages to load, and tells me things like Someother program has control of
the files, when I select switch to, it seems to go to the Start menu option?

Somtimes it is not that bad, but mostly it is

Internet works fine

If you can help, I will be eternally grateful (for a while at least)

I sounds like you may have malicious software or processes running. press
Ctrl+Alt+Delete and navigate to the processes tab and click on CPU until the
largest numbers are at the top. when you arent doing anything System Idle
Process should run between 100 and 90% usage. If anything is making your
computer run slow you would probably see it here. unless your problem lies
specifically in a process that is retsricting access to the files your
programs are attempting to access themselves.

Have checked the CPU as you suggested, and the system idle process is
running between 90 & 100%

Have ran Virus checkers and found nothing.

And the last time you did a clean up and defrag was when?
