Please help!

I'm having trouble with this key: "

I'm working in microsoft word and I want to type the character above but its
showing some other character. can you help me with this?
 
I don't think the language is the problem. All my keys are doing what I want
them to do except this one particular key. When I hit shift + " it comes up
blank and when I do it a second time it types the red character that's on the
keyboard. I just don't know how to go back to the regular quotation marks.
 
I apologize - it was a language problem. Thank you. I went back and
experimented with the language and that solved it. Thanks again.

You are using a US keyboard with UK settings, or vice versa.

To change it, go to Start | Settings | Control Panel | Regional and
Language Options. Change it on the Regional Options tab.
