Please help with framework 2 error

I have reformatted and reinstalled everything on my PC a number of times and
still have not been able to fix this framework error 0--Unable to open shim
database version 2.0.50727.00000. Article 918642 says that there is a fix
available but you must contact Microsoft for it.

Could anyone help me fix this please?? I am having problems with Office
2003 because of it. What exactly do I need to do? Please be specific
because I don't even know what framework is or what it is for. I just need
this to work.

Does installing the update Framework 3 have a built in fix for this problem?
I have not tried to install that yet.

I've been using WinXP for 5 and a half years and have never heard of
Framework 3.

WTF does Framework 3 have to do with the WinXP OS?
