Please help! Unreliable ADSL Connection

Everytime I turn on the computer I get a program starting up called and "msupdep.exe" and one called "msu46823.exe". Windows tells me they performed an illegal operation and shut them down. They are located in C:\Documents and Settings\[local profile]\Local Settings\Temp and when i delete them they always come back. There are no registry references to them and even though i delete them (instead of sendin to recycle bin) they always come back. My internet connection (ADSL) freezes constantly, it is a neverending problem, and when i hit the repair button it says it couldn't 1. "purging and reloading of the remote cache name table of NetBT" and 2. "Sending name release packets to WINS then starting refresh". I have double and triple chacked all settings and configuration I know of , and the only problem on my computer I can think of that may cause this problem is those two programs. I am open to any/all suggestions as to how to fix this, and I would appreciate any help at all.

Also, you may try looking for these in Start>Run> msconfig in start ups
tab, and uncheck them...

I have run two seperate spybot search programs, and I am clean. I have checked msconfig, the named programs don't exist, I have checked the registry, again they don't exist, I even ran a search online in three search engines (yahoo, google, msn) and I didn't even get a match for msupdep.exe. As far as I can tell these programs don't really exist, even on my computer. It's almost as if they are ghosts. I delete them, they come back next time i power on, they don't exist anywhere else (even online) and they don't affiliate themselves with any other program or file. I even created blank .txts and renamed them msupdep.exe and msu46823.exe, made them read-only and put them in the same folder and somehow those damn programs came back again. Nobody seems to have a clue what they are, including telus, microsoft and three local techs (myself included).
