Please Help Nothing will start

ok so i boot my computer up and this little thing comes up saying "personal
settings" and nothing loads i do the usual ctr+alt+del to see whats the
matter and it is not responding so i end the task and click new task and type
"explorer.exe" which usually allows me to start up. well the same thing comes
up agaialso not responsive. The only reason im able to be here is because i
manually started this through the task manager. i am quite experienced with
windows but i dont know my way around this one can someone either help or do
remote assistance. (i also turned it off and started it and the problem was
still there)
 
When all disapears,install xp cd,in task mgr.new task,type:cmd In cmd type:
CHKDSK C: This alone usually gets desktop,if not,type:VERIFY ON Then:
Sfc /Scannow During this utility,if xp cd info page shows,exit the page.Once
Sfc is thru,type:CHKDSK C: /F Agree to restart,type:EXIT Restart computer.
