Please help, can't change my homepage

I am unable to change the homepage on internet explore
i am usure how it got there but the material on the
current one is obscene and i dont want my children to see
it. Everytime i change the homepage and restart the
computer the original one shows up. What can i do?
Uninstalling didnt help either
 
i went to my internet options and went to the security
tab, clicked restricted tab and added the page that was my
homepage that i didnt want to be, now its restricted.
THAT'LL TEACH THEM!

First eliminate any scumware.
