Please explain this erorr: 0x800ccc3c

Hi Dear:

I'm a hotmail user and I have problem with my outlook, I cannot send the
message, and when I press the send button so I found the erorr 0X800CCC3C.

Hope you adivse me and solve the problem.

0X800CCC3C is a Hex Error code and I'll tell you I can find nothing on it. I did a search in Google and all that came up were statements from Games. Are we sure that "number" is correct?
