Please Explain Anomalous Windows Behavior

I've used Windows since 1995 and this is the first time I've seen this.
I powered up my computer and saw the Windows logo, with the little lights
flashing across the screen normally, but nothing else happened. I waited for
five minutes. Naturally there was no mouse or keyboard, so I held the power
button for five seconds and shut down.
After a few minutes I powered on again. This time I got a black screen
filled with messages. "We're sorry for the inconvenience, but Windows did
not load properly. Select one of the following choices." Those choices
included "Last good configuration" and "Start Windows normally." I chose the
latter and Windows loaded without a hitch.
Subsequently I ran a virus scan and Spybot scan. I also checked the Device
Manager and noted that all hardware is functioning normally.
The only recent hardware change was that I bought a new mouse about a month
ago.
Can anyone can explain why this happened?
And are there any other tests I should run? Should I be concerned?

It seems that every time XP shuts down, it write the configuration to
the "last good" entry. However, it does not seem that when you you
this "last good configuration" that this will replace the
"configuration" used for normal boot. Boot into 'Safe Mode" and check
the 'Device Manager" for yhe "last" hardware change (driver also.)
 
I'm not clear on what you're telling me. I've had several "successful" boots
since this incident. The Device Manager shows all hardware working properly,
and Checkdisk found nothing amiss.
What I really want to know is WHY this happened, and whether I should be
"worried."

I've been have a similar problem with my "main" PC @ home. The PC
would not start up @ power up or would boot into BIOS or would
freeze. After months of putting up with this, I decided to replace
one add-on card (USB 2.0 PCI card based on the ALi USB chip
controller) and my problems went away. I would check to make sure
that all my hardware drivers are correctly installed and updated (but
not from the Windows Updates web site.)
