WTF has this got to do with Windows XP Operating System?

If you mean your monitor - look at the manual for your monitor.
If you mean your computer - doubtful what you are 'trying to do' is going to
fly.

Well, depending what it is you are after:

A. You just want to play your GC on your computer monitor. If this is the
case, just get a VGA box and plug it directly in.

B. You want your GC to go "through the computer" so you can play GC games
inside a window on your desktop for convienence, capturing, or whatever. If
this is the case, WinXP doesn't have any built-in facilities to do this. If
your video card has video input, I'm assuming that some sort of software has
been installed for presenting input video, capture, etc? Try asking your
question in alt.comp.periphs.videocards.ati or
alt.comp.periphs.videocards.nvidia
