Play Sound When New Mail Arrives (Outlook 2003)

Is there a way I can configure Outlook, or make a rule, that plays a
notification when any new mail arrives?

That is on by default;
Tools-> Options-> E-mail Options-> Advanced E-mail Options-> When new items
arrive in my Inbox...

Although it's checked, it only plays a sound when I have set up a specific
rule to play a sound when a certain type of mail arrives.
Is something wrong?

If you process incoming messages with rules, the sound won't play for
anything handled by a rule unless the rule itself specifies an alert.
 
I may be confused.
I have some rules that play sounds when mail arrives (like from a certain
person)
So the rules that exist do call for an alert.
I want a sound for everything.
 
To clarify; Outlook will only play a sound for messages that arrive in the
Inbox folder (as stated in the option name). If you start to move around
mails by rules then the sound will not play as it is not delivered in the
Inbox folder. Therefore, Brian said that you need to specify that (play a
sound) in the rule
