Place a clip art picture on top of another?

I found a background and then I found animals on Clip Art, and I want to add
the animals, so it looks like the animals are part of the background. I tried
dragging the animals onto the background, cutting & pasting them onto the
background. I have MS Office 2007, can this be done?

Well ... you said you tried to. Did it work? Was there an error
message? What?

It wouldn't let me put the pictures of the animals onto the background, the
animals either went above or below the background

Did you format one or the other as Behind Text or In Front of Text?
