Pinned Start Menu Items will not work

Hi I just went from Windows XP Home SP 2 to a new machine and Installed
Windows XP Pro SP 2 on it. For some reason I cannot get pinned shortcuts to
work on this set-up I have tried number 278 on kellys-korner.com, but still
it won't work. Just wondering if there is a setting I should be looking at.

Is "Number of Programs on Start Menu" set as greater than 0?

Actually that applies to the Start Menu MFU list, which is different from
the Pinned list.
