You are running something seperate. By default, no window closes when
opening another one. That's the whole purpose of Windows in the first
place.
Barring any third-party software, are you sure the windows are actually
closing? Check your taskbar. If the window is listed there, the window
isn't closed.
Now, if you are talking about opening the same program twice, that is
another story. That is based on the individual application.
For example, if you have Excel open, and you double-click on another
document, it seems to replace the previous document. If you click on the
X, it closes both documents.
In that case, both documents are actually open. Excel now uses its own
MDI (Multiple Document Interface). Clicking on the small minimize button
minimizes the spreadsheet into the Excel window.
In the case of IE, it depends on the website. You can override that by
holding down the Shift key when clicking, or right-clicking and making
your selection.
By the way, holding down the Alt key while hitting Tab will tab you
through all your open windows.
