pictures and attachments

When I try to send pictures embedded in e-mail or jpeg files as attachments using Outlook Express, I get an error message that server has terminated the connection. When I used web-based e-mail it works fine. ISP says Outlook Express is corrupted and I should re-install it. How do I do that?
