Pictures again....

Not only can I not send pictures inside an email, any stationery, background
color, or smilies come over as attachments. Settings are HTML, mail server
does handle pictures (I checked), I can receive pictures inside of emails
from other on my mail server as well as different ISPs. If numerous folks
are having the same problem, perhaps there is a bug?
