Yeah, its called Windows Photo Gallery comes bundled with Vista, which is
actually the successor to Windows Digital Library and Picture it!. Just
click Edit on the Photo Gallery toolbar to enter the editing gallery. If you
want a more robust solution, check out Adobe Photoshop Elements.

That too, but its on the same level of Photoshop - the pro version. I think
the user wants something in the middle.
