picture and fax viewer

Why does the pic and fax viewer display individual pics
from pages that are displayed on my pc?
 
When you open a picture with picture and fax viewer in a folder containing
other images then click the back or foward arrows it will show the images in
that folder. If you view a web page image with picture and fax viewer in the
temporary internet files folder then it will show other images contained in
that folder.
