Picasa has been part of Google for a while now.

I like it a lot. But... it's only a photo organizer and "quick fixer."
Great for cropping, adjusting colors, or a few other interesting
effects. It doesn't do text or any of the manipulations that you use
PaintShop or such for.

It installs localy and doesn't phone-home except to check for updates
(but you can turn that off if you want).

It's bloatware and prettied up (skinned).
There are far more useful freeware apps around which are leaner and quicker.

Try FastStone Image Viewer:

On my computer (XP, 512M, Sempron 2400) is slower.

Picasa is a very comprehensive paint program as well as a picture
viewer, and it has some limited filter features. FastStone, on the
other hand, is a picture viewer also having some more robust filtering
capabilities.

To be fully competitive with Picasa, I suggest there is no better than
PhotoFiltre, with original paint capability, robust editing features,
and a great assortment of filter capabilities (plus many extra plug-in
amenities, such as making thumbnails, etc.) PhotoFiltre comes closest
IMHO to the upper line of commercial paint programs.
