Most graphic editors have a text box function. For example, in
Irfanview, load pic, click & drag a text box, then either menu "edit >
insert text into selection" or Ctrl-T. A screen pops up allowing you
to set font, size, color, etc., then you just enter the text.
The difficulty is in the phrase "As easy as using a text editor."
With text on picture, you have to address almost unique variables for
each picture (How much text, where do you want it located, text size,
best font color given the color of the background, etc.) With some
practice, it is a fairly easy task, but it is usually one that's
difficult to automate. It depends on what you're trying to
accomplish.
