Is it possible to open the Photo Printing Wizard as an application?
Or to install it as a Printer?

Alternatively, why is the Picture Tasks menu available for some
folders but not others? I have read that it is available for any
folder that contains images, but that is not true. It is available
for SOME of the subfolders of My Pictures, but not others, despite the
fact that there are images in all of them.

I have also read that you can use the Wizard to print any pic (or
selected prints) by right-clicking and selecting Print - that's also
not true (on my computers), the pics immediately start printing on the
default Windows printer without opening the Wizard.

Try running the following command...
maybe it will restore the option:

go to...Start / Run and type:

"REGSVR32 SHIMGVW.DLL"
(without the quotes)(Yes, there's
a space between 2 and S)

Click...OK.

A dialog box should report the following:

"DllRegisterServer in SHIMGVW.DLL succeeded"

Thanks John, the MSKB article explains it. The Kelly's Korner article
was also helpful.

Apparently folders created by some applications do not acquire the
Picture Tasks Options, perhaps because the application copies or
creates a non-image file in the folder before the first image is
copied. Frustrating, because it appears this happens to folders
created by Adobe Photoshop Album when copying images from a camera -
precisely the type of application that where you are most likely to
want the Picture Tasks.

Fortunately there's an easy fix - open the folder's properties, the
Customize tab, and select either the Pictures or Photo Album tab.

Do you happen to know the difference between a Pictures folder and a
Photo Album folder? Thanks in advance if you do, or thanks anyway and
I'll track it down elsewhere.
 
That question is answered right in the drop
window where you make the choice.

Pictures (best for many files)
Photo Album (best for fewer files)

Thanks John, but it's not much of an answer. "Best" why? How do they
differ? What criterion are "many" and "fewer" more and less than -
10, 100?
