Phone and Modem options

Phone and Modem Options ICON is available in Control Panel. But if clicked on
Icon nothing happens. I have a modem installed on the machine and is picked
up in Device Manager. Is there a way to get the Icon working again without
doing a reinstallation.
 
What happens if you run this command from the Start>Run command box?

control modem.cpl

Is there a file named modem.cpl in the %systemroot%\system32
(C:\WINNT\SYSTEM32) folder? If not look in the i386 folder and see if
you can copy the file in there to the system32 folder. If the file is
there perhaps it might be corrupt, try replacing it to be sure.
