"Personalize Windows Update"

Running XP Pro SP1 and IE 6 SP1 with all updates and patches installed.

The options selected under "Personalize Windows Update" will not hold the
values selected.

I have cleared Cookies, History, Files, and Cache.

Any ideas on how to fix this?
